Regional habitat-conservation plan put on hold; vendor completed Phase 3 work

A commissioner briefed the court that the Bellcore Regional Habitat Conservation Plan, a multi-year project funded in part by US Fish and Wildlife Service reimbursement, has been placed on indefinite hold.
The vendor (which had been acquired by another firm) requested timeline extensions; US Fish (the grant payer) declined further timeline extensions. The commissioner said the vendor has been paid through Phase 3 and delivered the Phase 3 technical memos. Further phases, which would require chapter writing and additional expense, are being paused. The committee will not schedule additional meetings until a committee member requests resumption. The Clearwater Conservation District will maintain project files and technical memos so the county would not need to restart from scratch if the project resumes.
The commissioner said the pause was driven by project-timeline and funding considerations and the current political and regulatory environment. No additional county funds or committee action were requested at this meeting.
