Franklin County amends overtime preapproval policy for county-administered staff

County Administrator Danzel presented Resolution 2025-329 to rescind a prior version and clarify which employees fall under the county's overtime preapproval rules. "I had had a couple of different, iterations of what a overtime policy could look like... the overtime policy that we were concerned with was, those that directly report to us, and so that's what this change entails," Danzel said.
Danzel told commissioners the change is intended to improve forecasting and prevent unauthorized overtime spending and spikes in overtime costs by requiring more ongoing oversight of the affected line items. He emphasized limits to board authority: "the board of commissioners cannot, mandate to separately elected officials how they run their overtime. And so this would just be a procedure for those directly reporting to myself or the board of county commissioners," Danzel said.
After brief discussion and an expressed appreciation for the clarification, Commissioner Baumann moved to approve Resolution 2025-329; the board voted aye and the resolution passed.
The resolution amends internal county policy and requires managers of affected departments to follow the clarified preapproval and forecasting procedures; the policy does not alter overtime authority for employees of separately elected officials.
