Historic commission gets implementation-plan update, contractor contract and 250th commemoration planning

At the Nov. 5 meeting, the Westminster Historic District Commission received multiple implementation-plan updates covering the contractor contract, signage, commemorations and event planning.
Staff reported that the implementation-plan contract (referred to in meeting materials as "Radicide") was officially shared that day, allowing the city and contractor to begin coordinated work. Staff said they had been holding materials and would now begin sending resources and historical documentation to the contractor and to Commission liaisons.
Signage: staff said the two entrance signs for the historic district were physically marked and an installation date expected soon. The longer-style street signs (Center Street, Manchester Avenue and other locations) remain in procurement; staff reported the price decreased after narrowing the scope and indicated a likely purchase in early January pending final approvals.
250th commemoration: the commission discussed producing commemorative flags with uniform wording to contain costs; staff proposed one set of language for all designated buildings to avoid high customization costs. Staff will notify homeowners in the affected area and follow up door-to-door where necessary.
Event programming and Patriots Trail marker: staff reported receiving a Patriots Trail marker for Westminster Cemetery sponsored by the Sons of the American Revolution and the William G. Pomeroy Foundation. The marker and pole are in hand but staff recommended a spring unveiling (May, during Preservation Week) to allow partners time to schedule a color guard and invited dignitaries.
Façade funding and scheduling: a city liaison said the city awaits possible state Department of Housing and Community Development façade-funding awards, which should be announced by December; if funds are awarded, staff expects to run a competitive application round early next year. The Commission discussed skipping the December meeting as usual; the next regular meeting was set for Jan. 7.
No formal votes were taken on procurement or the commemoration items at this meeting; staff will return with procurement approvals and homeowner outreach as needed.
