City staff said the building owners had asked for the Commission—s recommendations on paint color. Staff advised that, in Westminster—s historic district practice, keeping sills and window trim white is a common historic treatment; the recent trend of blackening window sills is "contrary to our community," staff said. Commissioners recommended muted, non-jarring colors (light gray or white were suggested) and suggested owners draw inspiration from neighboring properties. Staff and commissioners also discussed practical concerns about painting brick (brick needs to breathe and may spall when painted) and the need to inspect wooden trim to determine whether it will hold paint.
Staff encouraged the owners to participate in city programs, including potential tax credits for eligible interior or exterior rehabilitation work, and offered on-site assistance for design discussion. Staff said the owners plan to phase work, treating interior residential units first and then the street-level commercial space.
Commission guidance was advisory; no regulatory action or formal vote on material changes was taken at the meeting.
