The Westminster Historic District Commission approved a post-construction application for a primary historic rehabilitation tax credit for 205 East Main Street (TC25-02) at its Nov. 5 meeting.
City staff told the commission that the March 5 preliminary review had found the proposed work eligible under city code section 1-43-5(b), that JFJ and Sons Construction, Restoration, and Remodeling LLC estimated the project at $89,244, and that the commission had issued a preliminary certificate of eligibility for a tax credit of $8,924.40. Staff said the Maryland Department of Housing and Community Development, following review by the Maryland Historical Trust, had determined the work would have no adverse effect on historic properties. The applicant submitted a post-construction application on Oct. 1; staff reported the work was completed on May 10, 2025, within the 24-month window for completion.
Staff described the completed scope as removal of damaged, loose or bulged EIFS; selective replacement; installation of flashing, new caulking and backer rod; installation of aqua-flash and mesh in areas where the system was rebuilt; followed by base coats with fiber mesh and paint. Staff recommended the commission determine whether the completed work was consistent with the preliminary approval and whether the original approved tax-credit amount was acceptable.
An applicant representative confirmed the work "was a very smooth project" and said there were no project-specific change orders or cost overruns beyond unrelated repairs (roof work). A commissioner noted observing brick beneath stucco during construction; staff said photos documenting the condition had been taken and shared with the file.
A commissioner moved to approve motion number 1 (adopt staff recommendation) and a second was made. The commission approved the motion by voice vote; the chair stated "the consensus has it." The meeting record did not include a roll-call tally or names recorded for individual votes.
Notes and next steps: staff said signatures and administrative processing would follow to finalize the tax-credit paperwork. Staff also indicated project records, including photos, are retained by the city.
