Bart (staff) said the revision uses a more code-oriented model and drew heavily from the planning commission’s rules as a framework. Commissioners asked questions but agreed Bart would not perform a line-by-line read-through during the meeting.
A point of discussion centered on an Appendix containing suggested screening/interview questions for prospective commissioners. Several members said they preferred flexibility in the questions asked of candidates. Committee members noted the appendix is labeled “suggested questions,” not mandatory language; commissioners agreed leaving that phrasing preserved flexibility while maintaining a consistent screening approach.
Jan Bader moved to approve the posted Rules & Procedures section; Morgan Frazier seconded. The motion passed with unanimous ayes from participating commissioners. Bart said the remaining sections of the overall rules document will be reviewed at future meetings and some sections will be handled differently because they tie to secretary standards and design-review criteria.
The approved section will be rolled into a future comprehensive replacement for the existing rules and procedures when remaining sections are complete.
