Lewis Creek battery-storage project faces drainage-tile access issues; engineers working with drainage district

The Planning and Zoning Committee was updated Nov. 4 on a drainage issue connected to a battery-storage project near Lewis Creek. Staff said engineers are working with the drainage district and the project developers to find a way to access and protect a drainage tile that runs under the proposed facility footprint.
Andy (staff member) told the committee the presence of a drainage tile under the battery storage array creates complications because of the weight of storage equipment and the difficulty of moving very large, heavy units if access to the tile is required later. "They're working through that," Andy said, noting engineers and the drainage district are coordinating potential solutions.
Committee members referenced a separate county matter involving past denials in other counties and noted that site-specific infrastructure — such as drainage-tile districts — can materially affect approval and enforcement conditions. Staff said resolution of the drainage-tile access will be required before project permits move forward.
No vote was taken on the Lewis Creek issue at the Nov. 4 meeting; staff indicated engineers are continuing work and that they would report back when a technical solution is identified.
