MSAD 51 board invites Cumberland and North Yarmouth to joint RFP for enrollment and growth planning

The MSAD 51 Board of Directors voted Oct. 23 to authorize Superintendent Jeff to invite the Town of Cumberland and the Town of North Yarmouth to collaborate on a joint RFP for an enrollment projection study and related growth‑management planning.

Board members said updated projections are needed as local development patterns change and as the district prepares for the 2027–28 reconfiguration and new facilities. Anika offered an amendment to ensure the RFP and subsequent work explicitly address growth‑management planning and a follow‑up collaboration so that municipal leaders and the school district are shared partners in interpreting results and planning responses. The amendment passed and the motion was adopted unanimously.

What the motion does: the superintendent will send a formal invitation before the joint meeting, coordinate a draft scope of work for an RFP, and propose a cost‑sharing framework for the towns and district. Board members said they expect the RFP process to produce vendor proposals that will be presented jointly to all three bodies at a public meeting.

Context: Board members recalled an earlier joint study and a 2024 presentation recommending a new study when projections appear to depart from observed counts. The board and town managers will negotiate a formal scope, timeline and cost‑share structure before procurement proceeds.
