Jeff Hammond, director of parks and recreation, told commissioners the second amendment formalizes completion of the grandstand and press box (Phase 3), recognizes a potential donation from Sacred Heart that would help fund the work and adds Sacred Heart to the stadium scheduling priority with a reduced rate for games. Hammond said phases 1 and 2 (site work, concrete, fencing, lighting and a hitting cage) are complete and that the grandstand has been ordered.
The amendment incorporates a scheduling priority that places Sacred Heart below USD 305 games for scheduling (games, not practices) and sets a reduced fee schedule so Sacred Heart would pay 75% of the base rate (a 25% discount) for games at Pestinger Family Stadium. Hammond told the commission the city’s estimated cost responsibility for the Phase 3 items (electrical work, public address system and press box finish‑out items) is approximately $17,400 and that the remaining project fund balance is estimated at roughly $32,000.
Representatives of Salina Baseball Enterprises indicated they intend to complete the third phase and fund the grandstand. Commissioners asked scheduling and timing questions; Salina Baseball representatives said they expect the grandstand to be ready for the spring season, targeting March for completion.
Action: The commission authorized the mayor to execute the second amendment to the agreement with Salina Baseball Enterprises relating to Wilbur Field and James Matson Field (Pestinger Family Stadium). The motion passed unanimously (5–0).
