Board asks for usage assessment before awarding sanitation services contract

Trustees deferred an immediate procurement award for sanitation services and asked operations staff to provide a usage assessment before the board makes a final decision.
At the Nov. 6 Business & Support Committee meeting, Trustee Morales and others said they wanted a comparison of container sizes, number of pickups, campus use patterns and whether any contract pricing should be tied to tonnage or pickup frequency. "I think that assessment is critically important before we even make a decision," a trustee said, noting that district enrollment and waste generation have changed since the last comprehensive review.
Operations director Mister Velasquez told the committee that earlier internal initiatives had identified potential reductions in capacity (for example, moving elementary sites from two 8-cubic-yard pickups to three 4-cubic-yard pickups, which would reduce total weekly cubic-yard capacity at some campuses) and that vendors typically accommodate holiday schedules and scope adjustments. He said the base bids in the RFPs reflect a standard configuration but that contract language allows the district to modify pickup frequency and container sizes.
Trustees asked staff to return with campus-by-campus pickup logs, photos of container sizes in use, and an analysis of whether rates should be based on tonnage versus scheduled pickups. Staff said they will prepare comparison tables and bring them back to the regular board meeting.
