The council moved to review and approve Resolution 2025-32 (directing the town clerk to investigate sufficiency) and Resolution 2025-33 (setting a public hearing). Council approved the motions by voice vote. Town staff told council the applicant intends to connect the duplex on the property to the town water main on Breedlove Road.
Councilmembers asked questions about the property's location and zoning. Staff indicated the parcel is a duplex and said they would follow up at the next council meeting about zoning, noting R-10 was likely. A councilmember suggested neighbor-notice letters clarify that annexation is voluntary and that the town cannot compel abutting property owners to annex; staff said the notice already states voluntary annexation but agreed to add an explicit explanation.
The public hearing on the satellite annexation petition is scheduled for Oct. 7, 2025 at 7:00 p.m. as part of the council's established public-notice process.
