The Planning & Zoning Commission approved an amendment to PD184 affecting roughly 16.24 acres on the west side of S. 14th Street to accommodate a builder’s requested lot and elevation changes. Staff said the amendment keeps the same overall dwellings‑per‑acre and meets anti‑monotony and architectural criteria, while allowing a higher percentage of front‑facing garages to be increased for some lots.
Todd Winters of Petit ECD (Speaker 10) told commissioners the development lost one lot in the revision (from 38 to 37) because several lots were widened to about 83 feet to accommodate side‑entry garages. Winters said the changes were requested by the builder and that the product should be an attractive, varied streetscape.
Commissioners questioned the removal of “j‑swing” garage options; the applicant said both the city and the builder preferred to eliminate j‑swing plans in favor of side and front entries. Staff reported 31 postcards were mailed to nearby owners and no formal objections were received. A motion to approve the amendment passed at the meeting (motion and roll call recorded in transcript, SEG 574–586).
Next steps: staff will finalize ordinance language and coordinate the amended elevations and anti‑monotony provisions with the developer before recordation of final plats.
