The Volusia County Council on Sept. 16 adopted an amended ordinance (Ord. 2025‑20) that allows shipping containers as accessory storage in agricultural, business and industrial zoning classifications but tightens location and permitting rules. Planning staff presented the ordinance and an analysis showing roughly 3,800 parcels that abut affected zoning districts—about 3,000 of them already developed as single‑family homes.
