Commission recommends buying replacement effluent meter through Veolia to save costs

Derek, township manager and DPS director, said the influent meter had already been replaced and the effluent meter needed replacement to meet permit monitoring and dosing requirements. He told commissioners Veolia could source the identical brand and model at a substantially lower price than the township could obtain directly because of Veolia’s supplier relationships. "The engineers are endorsing us to purchase it through Veolia, resulting in a substantial cost savings," Derek said.
Commissioners asked why the packet described the cost as "estimated" in one place; staff and Ryan explained this likely reflected tax calculations and the vendor quote page lists $30,284.02. Because Veolia would be the purchaser of the meter, sales‑tax implications were discussed and staff cautioned that taxes might be applied differently if Veolia purchases and re‑sells the unit.
A motion to recommend the meter purchase carried by voice vote. The commission directed engineers to competitively bid the installation contract and requested staff confirm any tax or pass‑through issues before township board action.
Next steps: staff will confirm tax treatment and present the purchase recommendation and installation bid plan to the township board for final award.
