The Will County Planning and Zoning Commission on Nov. 4 approved several accessory-building variances and administrative extensions and approved a contested map amendment to create a 1.75-acre parcel from a larger farmland tract.
What the commission approved
- ZC25-101 (Edward West, Troy Township): The commission approved variances that brought an unpermitted 1,500 sq ft accessory building into compliance, including area and a height variance to 28 feet. Owner Edward West told the board the overbuild resulted from a contractor/owner communication breakdown; he said he has applied for the necessary permits and has moved to resolve the violation.
- CC25-102 / V cases (Scott Shelbeck, Frankfort Township): The commission approved a variance increasing accessory building area to 1,596 sq ft (about 96 sq ft over the R-3/R-2 limit). The village of Mokena submitted an objection letter related to local combined-garage limits and road authority concerns; the commission nonetheless approved the variance after the applicant described screening and low-profile design plans.
- CC25-105 (John and Catherine Palermo, Wheatland Township/Naperville area): The board approved a variance to allow an 8-by-12 shed to sit 6 feet from the north property line (10 feet is standard) after staff found similar encroachments nearby and noted screening would minimize impacts.
- ZC25-106 (Doris J. Robbins revocable trust): The commission voted to approve a map amendment that divides the farmhouse from the farmland to create a 1.75-acre residential parcel. Staff had recommended denial citing zoning mismatch within a one-mile radius and concerns about being the only R-1 parcel in the area; the petitioner’s attorney, Edward Sharkey, said R-1 would minimize variances and facilitate sale. The record shows the motion carried on roll call.
- Extensions (VEX cases related to ZC24-120 and associated variances): The commission granted extension requests for previously approved variances and set new expiration dates (recorded in the staff presentation as extensions to Aug. 31, 2026 or 2027 depending on the case). The staff presentation noted applicants had time to establish special uses and meet permit conditions.
How commissioners voted
Roll-call votes recorded in the meeting record show affirmative votes on ZC25-101, CC25-102, CC25-105, ZC25-106 and the extension items. For several of the items the transcript records unanimous “yes” votes from commissioners present; staff and the chair confirmed the motions passed.
Context and next steps
Staff presented analyses for each case, typically noting commonality of accessory-building requests and the requirement for building permits and code compliance. For cases built without permits (ZC25-101) or with agency objections (CC25-102/Mokena), the commission weighed neighborhood character, screening and permit compliance when voting. Approved items will proceed to permit review, and affected applicants must meet building-code and road‑authority requirements where applicable.
The commission adjourned and will reconvene Nov. 18, 2025.
