Board sets Nov. 4 adoption hearing for countywide 2025 building-code updates

After a public hearing with no speakers, the Board set Nov. 4, 2025 as the public-adoption date for ordinances updating the county's building, plumbing, mechanical, electrical and fire codes to 2024/2025 editions with amendments and made CEQA findings.
The Board of Supervisors opened and closed a public hearing on Oct. 28 and moved forward a first reading of an ordinance to update Orange County's adopted building, plumbing, mechanical, electrical and fire codes to newer editions.
Public Works staff presented a large omnibus ordinance repealing prior county code references and adopting by reference the California and international building, mechanical, plumbing and related codes (2024/2025 editions) with specified amendments. The item included adoption of the California Fire Code 2025 edition and related appendices.
No members of the public requested to speak during the hearing, so the board closed the public-comment period and set the adoption/public hearing for Nov. 4, 2025. Staff made the CEQA exemption findings under CEQA Guidelines section 15268(c) and Public Resources Code section 21080(b)(1) as part of the item.
The matter will return for formal adoption on Nov. 4, 2025; supervisors did not debate substantive amendments at the Oct. 28 meeting.
