District 128 staff on Nov. 3 recommended a comprehensive security and emergency-planning audit to evaluate systemwide practices across Vernon Hills and Libertyville campuses.
"It's incumbent on us to take the time to audit and evaluate this," a district administrator told the facilities and finance committee, noting the last audit was completed in 2018. The proposal's scope includes policies and practices, video surveillance and intrusion detection, perimeter and property assessment (signs and fencing), main-entry vestibules and access controls, and classroom locking and communication systems.
Staff recommended engaging Allegion, citing Paul Timm — described in the presentation as an experienced school-safety expert who now works at Allegion and has previously led similar reviews. The administrator said any specific operational recommendations would be reviewed in executive session, citing the exemption in the Open Meetings Act that allows closed discussion of system vulnerabilities to avoid compromising security plans.
Board leaders agreed to provide the committee with the prior 2018 report and said the audit proposal will be brought to the full board for consideration. No contract award or purchase order was recorded during the Nov. 3 meeting; staff said they would share the prior report with the board the following day.
