Council approves manufactured‑home special use permit at Coltrane and Lake after neighbor objections; vote 4‑2

GUTHRIE, Okla. — After neighbors raised objections, the Guthrie City Council voted 4‑2 to grant a special‑use permit for a manufactured (modular) home on a narrow three‑acre parcel at the northeast corner of Coltrane Road and Lake Road.

Planning staff (Dan Casey) said the property is long and narrow, with a 60‑foot power‑line easement through the middle and roughly 20 feet of usable width on either side. The application seeks permission to site a single‑wide modular home; the planning commission recommended approval by a 3‑0 vote.

Applicant Devin Derek told the council the home would be their permanent residence and that the driveway could use an existing gate on Coltrane. “We’re going to be… our permanent residence,” Derek said, explaining the home will be sited near the easement with parking occupying part of the parcel.

Several council members and residents raised concerns about proximity to power lines and limited side yard spacing. One council member reported receiving multiple phone complaints from neighbors: “I had at least 3 or 4 people call me and complain as well,” the council member said.

Council debated sight lines, driveway access and oversight of the easement. After discussion, a motion to approve the special‑use permit carried by a 4‑to‑2 vote; council members recorded their votes and the clerk announced the result.
