Elkhart board approves small contracts, reimbursement and $2,500 ICAC grant; authorizes squad‑car upfitting bids

Police Chief Dan Millenese told the board the department seeks approval of a $3,941.06 contract with PowerDMS, the software used to track daily observation reports for new recruits and the field‑training officer program. “PowerDMS is the software program that we use to track our daily, daily observation reports, which is the reports we do on new recruits,” Millenese said. The board approved the contract and granted authority for Captain Snyder to sign the physical contract; city legal had reviewed the agreement.
Millenese also asked the board to approve a $1,078.88 service contract with Cummings, the vendor servicing the police backup generator. Board members questioned an expired vendor quote dated June 17; Millenese said the vendor’s legal team agreed to honor the price and that city legal had reviewed the matter before the board approved the motion and authorized Captain Snyder to sign.
The board approved a $1,200 reimbursement to Shannon Barnes after officers mistakenly went to the wrong address and damaged her door; Millenese said the resident provided multiple repair quotes and that city legal approved the payment.
The board authorized the police department to advertise for bids to upfit eight patrol cars and five administrative/detective vehicles under bid number 25022025 per the specifications provided to the board.
Finally, Millenese requested and the board approved accepting a $2,500 grant to purchase a dedicated computer for ICAC work. Millenese said the machine will be used specifically for sensitive Internet crimes against children investigations conducted as part of a statewide task force. The board authorized signature of the grant agreement by administration.
