Kathleen Gloin Matthews, deputy executive director of the Charlottesville Redevelopment and Housing Authority, presented the agency’s draft annual plan on Oct. 27 and urged resident participation ahead of a Dec. 11 special meeting where the board is scheduled to consider a resolution to approve the plan.
