Council adopts several development and middle-housing code amendments on second reading

The Federal Way City Council on Oct. 7 approved a set of code amendments on second reading aimed at streamlining development agreements and completing middle-housing code cleanup.
Council Bill 916 updates development agreement provisions in the Federal Way Revised Code; Council Bills 917 and 918 amend code sections related to middle housing (Titles 18 and 19, respectively). Councilmember Adobe and others said these measures are the result of a year-long effort to implement affordable housing and middle-housing provisions, and that second readings are procedural steps to codify previously presented policy decisions.
Each ordinance was moved, seconded and adopted unanimously on second reading with no additional public testimony at the meeting. Councilmembers noted these are final codifications that will make it easier for developers and property owners to understand options and comply with city regulations.
These ordinance adoptions do not, by themselves, allocate new funding but alter regulatory text and procedure; implementation will be carried out through the planning and permitting process and related committee oversight.
