Oversight board forwards FY 2025–26 budget, adopts bylaws and approves minutes in unanimous votes

The Riverside County Countywide Oversight Board recorded unanimous action on routine procedural items in a short meeting that ran from 9:00 to 9:10 a.m.

The board approved the May 15, 2025 meeting minutes after a motion and second; the clerk recorded a unanimous roll call vote. There were no public comments on the minutes.

On the recommended countywide oversight board budget for fiscal year 2025–26, a board member asked whether the $200,000 salary line represented a single employee or a portion of County of Riverside staff time. Legal counsel Rafael explained the figure represents a full‑time‑equivalent combination of county auditor‑controller and clerk staff time billed to perform the work: "My understanding is that it is a full‑time equivalent to the persons that are spending time at the auditor controller. So it's not one individual salary, but the combination of how much time gets billed by county auditor‑controller staff to do the work," Rafael said. The board recorded a motion and a unanimous roll call to forward the budget item; the record indicates staff will provide a breakdown of the salary allocation upon request.

The board also adopted amended and restated bylaws and policies to update the board roster and permit electronic signatures on official items. Mr. Smith, board staff, said the changes are largely roster updates and the new authority to accept electronic signatures will allow members to sign items remotely. A motion to adopt the bylaws was seconded and passed unanimously; there were no public comments.

All votes recorded in the meeting were unanimous. The meeting adjourned at 9:10 a.m.; the next scheduled meeting is November 20, 2025.
