Crest Hill council approves consent agenda, infrastructure contracts, zoning changes and cannabis tax ordinance

The Crest Hill City Council on Nov. 3 approved a package of routine and substantive items in a single consent vote and took separate action on several resolutions and ordinances.
The consent agenda — approved on a motion by Alderman Nate Albert and seconded by Alderman Tina Oberlin — included approval of minutes from Oct. 20; change orders with USG Water Solutions for Well 8 ($4,068) and Well 10 ($8,136); a revision to the 2024 sanitary sewer televising and cleaning contract with Horror Construction Incorporated (new construction cost of $168,053); a construction testing agreement for East Receiving Station Reservoir with Rubino Engineering ( $12,841.50); a construction engineering agreement with Strand and Associates for East Receiving Station Reservoir improvements ($179,500); a construction agreement for chemical feed system upgrades with Strand and Associates ($33,900); zoning variations for property at 2400 Waterford Drive (application of Ruben and Clara Miranda); Fortinet firewall licenses ($70,100.82); zoning variations and code amendments for property at 16825 Chernivik Lane (application of Amazon.com, Inc.); plus payroll information for the period 10/06/2025–10/19/2025 ($276,655.69).
Council also approved a resolution (Resolution 1356) adopting a third amendment to the contract for purchase of real estate between the City of Crest Hill and Kwik Trip Corporation for 1610 Plainfield Road; the motion carried with one council member recording a "no" vote. A façade grant request from JH Hospitality Group for signage at 20631 Renwick Road (Feathered Fork) was approved for up to $2,631.90, not to exceed 50% of the lowest bid (Resolution 1357).
City Attorney Mike Steff briefed council on technical edits requested by the Illinois Department of Revenue to the municipal cannabis retailers occupation tax ordinance; the Department requested a clear effective date of Jan. 1, 2026, a precise definition of "cannabis" and an instruction in the ordinance that the clerk send a certified copy to the Department of Revenue. Council approved an amended ordinance to adopt the tax (new ordinance number 2037) so the municipality meets the Department's requirements.
Other items approved during the meeting included the creation of a two-member communications committee (appointed members: Aldermen Nate Albert and Tina Oberlin) and an ordinance authorizing sale or disposal of surplus city property (ordinance 2034).
