Norwich City Council adopts ordinance and eight resolutions, all by unanimous votes

At its Aug. 4 meeting the Norwich City Council adopted an ordinance and eight resolutions, including CDBG allocations, property conveyances and participation in opioid settlements; all recorded roll-call votes were unanimous (7–0).
The Norwich City Council on Aug. 4, 2025 adopted a second-reading ordinance adjusting fiscal year 2024–25 appropriations and approved eight resolutions covering Community Development Block Grant allocations, property transactions and other routine matters. All measures recorded unanimous roll-call votes of 7–0.
Council opened with a public hearing on the Community Development Block Grant (CDBG) 2024–25 substantial amendment but heard no public commenters before closing the hearing and moving to a vote. The council then completed a second reading and adopted the ordinance for additional FY24–25 appropriations by roll call.
In a series of largely routine actions the council approved resolutions authorizing the tax collector to offer several parcels to abutting owners, directed the city manager to enter a real estate listing agreement, and authorized conveyances and acceptances of quitclaim deeds. The council also voted to opt the city into three opioid settlements. Specific outcomes recorded during the meeting included:
- Resolution (CDBG 2024–25 substantial amendment): adopted, vote 7–0. - Ordinance (additional FY24–25 appropriations, second reading): adopted, vote 7–0. - Adoption of minutes for July 7 and July 21, 2025: adopted, vote 7–0. - Property-related resolutions (authorizations to offer or list parcels at 51 West Dame Street, 76 Boswell Ave, 153 Norwich Ave, 35 Elizabeth St, 20 R Huntington Lane and others): each adopted, votes recorded 7–0. - Resolution to opt into three opioid settlements: adopted, vote 7–0. - Acceptance and recording of a quitclaim deed conveying 90 Chelsea Harvey Drive from the Norwich Community Development Corporation: adopted, vote 7–0. - Resolution adding and adopting a lot-line adjustment related to the new Moriarty School (see separate article): adopted, vote 7–0.
Most measures were taken with little discussion; the council relied on staff explanations for parcel history and technical clarifications. The meeting adjourned after the council recessed for an executive session on pending claims and litigation and later returned, recording that no votes were taken in executive session.
Officials present conducted business under recorded roll calls for transparency; the mayor announced each outcome after votes were tallied. The adopted measures will proceed to the administrative steps required for implementation, including deed recordation and any necessary notifications to state or federal grant administrators.
