Pickens County objects to Jasper annexation for proposed 220‑unit development

Pickens County commissioners voted Aug. 18 to authorize the chairman to submit a formal objection to the City of Jasper and the Department of Community Affairs regarding a pending annexation application for 48.65 acres at 773 Fairview Road.

Staff presented the developer's materials, which describe a 220‑unit residential community. Staff and several residents raised traffic and infrastructure concerns related to the property's location near a heavily traveled and high‑accident segment of Highway 15, and noted environmental concerns including a trout stream near the parcel.

Staff explained the annexation notice triggers a required response from the county; the board may either decline to object (which would trigger a one‑year freeze on the city's zoning of the site) or object (which could lead to arbitration and different freeze outcomes). "If declined to object by state law, there's a one year freeze on Jasper's zoning of this," staff said; the board moved to object and authorized the chair to send the required letter stating the county's strong objection, citing density and infrastructure impacts.

Several residents, including Mr. Dobbs and Dan Poole, urged opposition and raised concerns about traffic, water meters and the adequacy of city infrastructure to support the proposed density. Samuel Sly, a member of the Jasper Planning Commission, said he had not yet seen the packet in his jurisdiction and confirmed the annexation had not yet been acted on by Jasper at the time of the county meeting.

The board's objection will be filed under the Department of Community Affairs procedures that define acceptable grounds for objecting, such as inadequate infrastructure or impacts from density.
