District awards $1.828 million chiller contract under SECO loan program

Trustees approved a contract Aug. 19 to replace aging chillers using the State Energy Conservation Office (SECO) low‑interest loan program. The board voted 6–0 to award the SECO chiller replacement (CL425 / RFCSP 25‑017) to Noble General Contractors, LLC in the amount of $1,828,000.
Joel Valencia, director of operations, explained the selection of campuses for this phase was based on equipment age, work‑order history and parts availability. "Those were identified based on the years... Franklin's 35 years and the other chiller is close to 20 something years," Valencia said, noting energy efficiency and part shortages as drivers for replacement. The SECO program requires like‑for‑like replacement (chiller to chiller) and is structured as a 15‑year low‑interest loan.
Trustees and public commenters questioned prioritization of funds, asking why other campuses with failing systems were not included in the initial bundle. Operations staff said additional schools (Baron, Magoffin, White) will come forward in September for planning and procurement and that some campuses, such as those with only evaporative coolers, cannot participate in a chiller replacement program because the financing is strictly for like‑to‑like equipment.
