Council rejects proposed used-car lot, approves Whitehaven daycare special-use permit

The Memphis City Council voted on two land-use items Nov. 4 that drew contrasting outcomes: it rejected SUP24-37, a proposal for a used-car lot at 2554 North Watkins Street, and approved SUP25-14, a special-use permit for a daycare at 1081 McClure Road.
Alexis Longstreet of the Division of Planning and Development presented SUP24-37 and told the council the division recommended rejection based on site characteristics and parking layout. Longstreet said the applicant met the minimum 15 parking spaces for a used-car sales lot but staff had concerns about compatibility at a community entry point. Council members, including Councilwoman Easter Thomas, said a car-sales lot would not support the Fraser neighborhood’s long-term vision. The council voted to reject the permit.
By contrast, council and staff recommended approval of SUP25-14 for a daycare in Whitehaven. Committee testimony emphasized community need. Alexis Agnew, a resident, urged council support, saying the neighborhood needs ‘‘more childcare centers’’ and public spaces. The council approved the daycare permit by unanimous roll call.
Both items were handled as part of the regular agenda after staff presentations. The record shows no amendments to the permits; both results were final votes taken on the floor.
