Planning commission unanimously defers Hamblin Beach subdivision at owner’s request

Chair Cindy Floyd and planning staff heard a presentation on SBDV-03116, a subdivision application to divide a parcel at 2718 Hamblin Beach Road (TMS 577-00-00-041) in the Hamblin Beach Community Historic District.
Staff told commissioners the application complied with Charleston County zoning and the comprehensive plan and that the Historic Preservation Commission unanimously found the proposal consistent with cultural-resources goals. Staff also reported that 298 notification letters were mailed and one adjacent-owner letter raised concerns about utilities and easements.
During public comment, Garrett Bean, identified as “one of the owners of 2718 Hamlin Beach,” asked the commission to defer the application for one meeting so the applicants and the Hamblin Beach Road historic community could continue productive conversations and explore a possible sale of the property to the community. Bean said, “we recently met with the, Hamlin Beach Road historic community, and we just respectfully request if we could defer this application, for 1 more meeting.”
Commissioner Jones moved to defer the plat; the commission called the roll and recorded unanimous affirmative votes. Chair Floyd announced the motion carried and staff confirmed the item would return at a later meeting if the applicants refile.
What’s next: The applicant may use the extra time to continue neighborhood outreach; staff retains its role reviewing the application for compliance when the case is resubmitted.
