Hilliard authorizes design contract to replace Cemetery Road culvert; two‑week full closure anticipated during construction planning

Hilliard City Council on Nov. 10 authorized a professional services agreement with Burgess & Knippel Inc. to design replacement of a deficient culvert that runs under Cemetery Road between the I‑270 northbound ramps and Truman Boulevard.
City staff told council routine inspection found “pretty significant deficiencies” and recommended fast‑tracking design so the replacement can occur before the nearby Cemetery Veil Road trail overpass project is completed. The design contract is approximately $170,000; staff said $40,000 of the design work will be funded from the operating budget this year to allow the project to advance and that roughly $130,000 will be charged to the 2026 capital budget already adopted earlier in the meeting.
Staff described construction options and said the preferred approach — to complete the work faster — would likely require completely closing Cemetery Road between I‑270 and Fisher Boulevard for about two weeks, with detours routed via Truman Boulevard and local streets. Staff cautioned detailed detour and phasing plans will be developed during the design process.
Council approved the authorization by roll call (5–0). The resolution authorizes the city manager to enter the design contract; final construction scope, schedule and contracting will follow after design, bidding and procurement.
