The Mayor’s Council of Guam was briefed on a proposed defense‑support grant administered through OLDCC that would provide a first tranche of about $750,000 to support municipal‑level planning for cybersecurity, emergency preparedness and telecommunications across Guam’s 19 villages.
Council President described the tranche as preparatory work to develop a master plan and said the grant could lead to annual funding of up to $4 million if villages demonstrate capacity. The money is intended to support municipal infrastructure, continuity planning and a consultant‑driven master plan that would include cyber, telecom and emergency‑response elements tailored to village needs.
Mayors asked for clarity on the program vision and suggested using the opportunity to build common software and procurement transparency across villages to reduce redundant work. Several mayors recommended staged implementation and noted that infrastructure needs differ by village; one mayor asked that road‑paving for secondary roads be considered as part of recommendations, while others emphasized non‑capital items such as shared systems and procurement tracking.
The council did not take formal action. The executive director and council president said legal review and consultant planning will precede any commitment of funds or hiring plans, and that they will return to the council with more specific proposals.
