The Murrysville Planning Commission voted to recommend borough council approval of SP‑6‑25, a land‑development plan for Mr. Handyman to pave an overflow parking area off William Penn Highway.
Planner Brian Almeter (presenting) said the plan proposes six paved parking spaces and a trash enclosure to service an adjoining building. He described the site as largely gravel and said the applicant requested a waiver from the Westmoreland County Conservation District submittal because minimal excavation is proposed. Almeter also described stormwater measures: an infiltration trench roughly 3–5 feet deep with an underdrain and an overflow connection tying into an existing 12‑inch pipe he identified as part of the PennDOT inlet system. "This proposes 6 parking spaces and a trash enclosure, to service again the adjoining building," Almeter said.
Key outstanding items staff and the commission flagged included a lighting/photometric plan, a waiver or submission for hydrogeologic/erosion and sediment controls under the stormwater code, and confirmation of landscaping/screening placement to protect an adjacent residence from headlights. Commissioners discussed whether pervious paving or 50% pervious surface would be required; staff and the applicant noted current Murrysville stormwater code changes mean pervious paving is not required for this site and that the erosion control submission threshold depends on area disturbed.
Commissioner (speaker 7) moved to recommend approval to council with conditions: submission or formal waiver of the hydrogeologic/erosion control requirement, a lighting plan/photometrics, and agreed relocation of some landscaping to the west side near the curve. The motion was seconded and carried by voice vote.
The recommendation notes the applicant will provide details and engineering calculations, sign and seal required stormwater plans, provide the lighting fixture/photo metrics, and work with staff on final erosion control documentation before council consideration. The applicant acknowledged council (solicitor) will ultimately determine whether waivers are approvable.
