Staff recommended conditions including obtaining a home‑occupation permit, compliance with city and state codes, and parking requirements so vehicles do not block driveways.
Commissioners sought clarification on whether the permit runs with the land and on safety/inspection steps; staff recommended tying the permit to the provider and the property or using a development agreement.
