The county’s HR director presented a negotiated change to the pharmacy benefit manager (PBM), recommending a move from CVS Caremark to Northwind, an independent PBM based in Indianapolis. Staff said Allied reduced a one‑time fee and Northwind increased its contribution, reducing upfront costs to the county; commissioners supported the change and directed staff to finalize arrangements for 2026.
