Pingree Grove amends code to require inspection before activating new water service lines

Trustees approved an amendment to Title 9 requiring inspections prior to activation of new water service lines after staff said a landscaper once connected before a meter was programmed; the ordinance is intended to ensure all water usage is metered and billable.
The Pingree Grove Village Board on Nov. 3 adopted an amendment to Village Code (Title 9, Chapter 4, Section 9-4-3) requiring an inspection before a water service line can be activated so meters are properly installed, programmed and billed.
"This is a village code update to require inspections prior to the activation of a water service line, in order to ensure that all water usage is properly metered and billed," said Andy, a village staff member presenting the ordinance. He said the change was prompted by an incident in which a landscaper connected to a home that had not yet had a meter installed or programmed.
Under the ordinance, developers and contractors must contact the village to schedule an inspection before any activation; staff said illegal activations will be subject to the same citation authority already in the code. Trustees asked what penalties apply and whether staff had discussed the change with the developer; staff said they had not yet contacted the developer but would follow up and requested any evidence or photos be emailed to staff for review.
A motion to adopt the ordinance was made, seconded and carried on roll call.
