Board denies zone change and multiple waivers for Giles‑and‑Ford office proposal after residents object

Susan Florian presented a proposal to rezone 1.03 acres at Giles and Ford from RS‑20 to Commercial Professional for a small office/property‑management use and requested multiple waivers — fencing, increased wall heights, buffering reductions, driveway/throat‑depth reductions and waivers of full off‑site improvements.
Multiple neighbors strongly opposed the change in character, telling the board the site abuts rural residential properties used for horses and that local roads have minimal improvements. Ernesto McCombs said the area is residential and equestrian and warned of added traffic: “This just does not make sense with the volume of traffic that will add to the U‑Haul, the casino, the 80 plus town homes… It just makes no sense to put an industrial complex sandwiched between 2 residential homes in a neighborhood where we have 1 house minimum per half acre.”
Applicant representatives described the intended use as low‑volume office and said parking would be provided on site; they argued the project would be low intensity compared with other commercial proposals along Las Vegas Boulevard. Board members noted an apparent conflict between fire‑department access requirements (24‑foot access) and a requested throat‑depth reduction to 20 feet, and expressed concern about the breadth of waivers requested.
After public comment and deliberation, the board voted to deny the zone change (ZC250531) and the waiver package (WS250532). The Chair observed that retaining existing buildings might limit impacts but the sheer number of waivers in the application made approval difficult.
