Board advances 111‑lot Valley View / Cactus project despite resident traffic concerns

Bart Mahal, speaking for the applicant, told the board the 12.68‑acre site west of Valley View Boulevard north of Cactus Avenue is proposed for a compact neighborhood land‑use designation and a tentative map for 111 single‑family lots (roughly 8.76 dwelling units per acre). Staff recommended approval.
Neighbors raised traffic, school capacity and privacy concerns. Melissa Sanchez, a homeowner on Henson Street, told the board: “We can barely get out of 1 street right now,” and asked whether additional traffic into Cactus would be studied. Richard Sanchez, another resident, described close calls on the roadway and said he worried about safety for children and pedestrians.
Mahal said the proposal represents a transition from adjacent approved compact‑neighborhood parcels and noted the application will be subject to a traffic study as part of the development review. The board discussed circulation, emergency access and lot sizes (ranging on the proposal from about 3,010 to 4,163 square feet in the RS‑2 scenario) before making motions to forward the plan amendment (PA25700031), related zone change (ZC250517), vacations and tentative map to the next level; the motions carried.
The board suggested the applicant prepare additional traffic‑mitigation materials for future hearings. The approvals taken by the board are advisory and the proposals will still be subject to planning‑commission and permitting review.
