SUA General Manager Shelly Kriens introduced MMO Partners representatives and summarized the firm’s federal work on behalf of the city, including advocacy on municipal bond tax-exemption protections and tracking congressional activity relevant to FEMA mitigation funding, Water Resources Development Act authorizations and other grant opportunities. MMO Partners noted uncertainty around FY 2026 appropriations due to a federal funding lapse and highlighted a multi-year opportunity tied to the Water Resources Development Act, including a previously secured authorization that staff estimated at $30 million in potential project authorization for Stillwater.
Engineering and city staff discussed FEMA-related proposals (including a mitigation formula in pending House measures) and stressed the need to build a pipeline of projects for congressional and agency engagement. Shelly Kriens recommended approval of an extension agreement for federal advocacy services in the amount of $79,200 and the associated budget amendments. A trustee moved to approve the extension but amended the motion to remove authorization for the general manager to sign because that authorization was not on the SUA agenda; trustees then approved the amended motion 5–0.
Trustees noted the agency will continue to work with federal staff, the congressional delegation, and agencies such as the Corps of Engineers, EPA and FEMA to pursue appropriations and grant opportunities. The extension will allow MMO Partners to continue federal outreach and appropriations work on the city’s behalf.
Next steps: SUA staff will execute the amended extension agreement, process the budget amendment, and continue to coordinate federal advocacy and appropriations planning with MMO Partners.
