The Oregon City Planning Commission continued the City's conditional-use application CU01-02 — a proposal to create a new Amtrak station and associated parking — to a date certain, Sept. 24, so staff can include a revised traffic impact study and ensure proper notification.
City Engineer Nancy Kreshow (staff) told commissioners that project drawings show an intent to reuse the city's older freight depot where feasible and that the project will be built on a platform above flood levels. Asked about whether closing 17th Street for the project would create unmitigable traffic impacts, Kreshow said the revised traffic impact study shows the effects of closing 17th Street are mitigable with intersection improvements and signal adjustments. "The impacts are mitigable without much difficulty at all," Kreshow said, while noting that the Transportation System Plan still shows a long-term need for a connection and that structural overcrossing options would be economically impractical.
Commissioners and staff agreed that including the revised traffic impact study in the packet for the continued hearing would allow a fuller public discussion of multimodal connectivity, the trade-offs of closing 17th Street, and mitigation measures. The commission set Sept. 24 as the date-certain continuance to allow staff time to prepare and circulate the study and related materials.
What happens next: staff will provide the revised traffic impact study and related materials in advance of the Sept. 24 hearing; the commission will reopen the item on that date and address traffic mitigations, potential depot reuse, neighborhood input and any remaining substantive issues.
