Planning staff told the commission that Albany City Council adopted bike-parking standards and guidelines in September and that the council approved residential care and residential use changes in October, though the accessory-dwelling-unit portion was pulled for further work.
Staff said some state-law changes require additional amendments and that commissioners and the public will have opportunities to review revisions in early 2026. To gather public feedback on tenant protections, staff announced a study session at City Hall on Dec. 1 at 6 p.m. and said the item is expected to return to council in the second meeting of January 2026 for direction on pursuing a local ordinance.
A commissioner also noted that Berkeley recently approved upzoning along part of Solano Avenue, saying that is relevant background as Albany continues work on its housing element and potential future zoning changes along Solano Avenue.
