Summary

The Chena Riverfront Commission voted Oct. 22 to appoint a three-member subcommittee to draft revisions to the Chena Riverfront Plan and develop a work plan for public outreach.
Staff described the action as an “infancy step” toward a full update and encouraged the subcommittee to produce a scope, schedule and estimate. Staff noted the last plan update was adopted in 2016 and that the plan has been updated periodically since the 1990s; staff also said their capacity is limited because of the Tanana River physical map revision currently underway.
The chair moved to appoint Commissioners Julie Jones, Christie Everett and Bob Henzey to the Chena Riverfront Plan Subcommittee; the motion was seconded and approved by a 5–0 roll-call vote. Staff said the mayor had previously approved formation of the subcommittee in concept and asked that appointments reflect a mix of borough and city appointees.
Staff advised the subcommittee could meet monthly or every other month and noted the meetings would be governed by the Open Meetings Act and require public notice. The commission discussed balancing city/borough membership and whether external subject-matter experts and members of the public could be brought in as advisors for specific topics; staff said external input is often used during plan updates but final recommendations must come from the appointed commissioners.
Why it matters: the Chena Riverfront Plan guides riverfront access, stewardship and development near the river; a formal subcommittee begins the written update process and will set milestones, deliverables and public outreach steps.
What’s next: the clerk will contact appointed members to schedule a first meeting; staff recommended starting with a work plan (scope, schedule, estimate) and then drafting updates through 2026 with public hearings and adoption as appropriate.
