James City County staff and consultant Clarion Associates presented a draft update to the county’s strategic plan Nov. 18, outlining revised goals, guiding principles and an implementation framework that county officials say will inform budgeting and capital planning.
Jason Purse of county staff and consultant Leanne King reviewed a two‑year update process that incorporated public engagement and input from department staff. The draft keeps core goals such as protecting community character and enhancing the built environment, while adding two goals: recruiting and retaining a skilled workforce and preserving and supporting attainable housing.
King summarized the public‑engagement activities, saying about 45 people participated in a recent round of in‑person and online feedback; survey and outreach material were used to refine actions and illustrative examples. Participants expressed strong support for the draft guiding principles and requested more detail on implementation, adaptability, stormwater management and community partnerships.
Board members did not take action tonight; staff said the draft will be revised based on feedback and returned for adoption at the December meeting. Supervisors asked for clarity on annual implementation steps and how the strategic plan will align with the comprehensive plan and budgeting decisions.
County staff described the strategic plan as a living document intended to guide short‑term priorities and inform annual budgeting cycles.
