Moraga council introduces update to local building codes, sets Jan. 14 public hearing
Summary
The Town of Moraga introduced an ordinance to update local building-code references to the 2025 California codes and set Jan. 14, 2026 for a public hearing and second reading.
Town staff presented a brief framing of a recommended ordinance to repeal and replace Chapter 15.04 of the Muraga Municipal Code and adopt by reference the 2025 California Building Standards (building, residential, electrical, mechanical and green building standards) as incorporated in Contra Costa County Ordinance No. 2025-19.
Staff highlighted local amendments and noted the town’s existing rules for construction and demolition recycling would remain separate. The report included an analysis of AB 130 (limitations on local amendments for residential construction) and concluded the proposed ordinance complies with those state restrictions. Staff recommended waiving first reading, introducing the ordinance by title and setting a public hearing and second reading for Jan. 14, 2026.
Council moved and passed to introduce the ordinance by title, find it exempt from CEQA review under the sections cited in the staff report, and schedule the public hearing in January.
