Commission denies Harley Complex application without prejudice after engineer flags missing materials

The Shelton Planning and Zoning Commission voted unanimously on Nov. 12 to deny the Harley Complex application without prejudice after staff and the city engineer concluded the applicant had not submitted required revisions.
Chair Virginia Harger said city engineer Balsazar had submitted a memo indicating the applicant "still has not submitted a significant amount of information to address" earlier engineering concerns. The applicant requested an extension, but staff said prior extensions and a lack of materials meant the commission had "exceeded even the extension timeline." Commissioner Christiano moved to deny the application without prejudice; Commissioner Kelly seconded. The roll-call vote was 6–0 in favor.
Staff told the commission that the applicant had been given time to meet with the city engineer and had not completed the necessary submittals. Because the denial was entered "without prejudice," the applicant may reapply after addressing the deficiencies and returning with complete materials.
The commission recorded the vote and moved on to other business, including outreach and enforcement updates from staff.
