Committee introduces hearing on Chapter 80 (peddling, soliciting); members ask for language fixes

Westchester — The Public Safety Committee introduced a motion to schedule a public hearing on Dec. 17, 2025, to consider amendments to Chapter 80, the borough’s peddling, soliciting and handbills ordinance.

Chair Lisa Dorsey read the motion to schedule the hearing. A committee member said the draft requires more work before a final hearing, citing a provision that would require photographs and several unclear definitions. "I think we have a little bit more work to do on this ordinance," the member said, and asked staff to revisit the language.

Committee discussion included a separate request from a resident who asked whether the ordinance allows roaming late-night vendors (for example, someone selling glow sticks at 2 a.m.). Staff member Ramsey said he had reviewed ordinances from other municipalities and recommended solicitor/administrator staff (Krishna) draft potential revisions for the committee’s review next month.

No vote to adopt the ordinance was recorded in the meeting transcript; the motion to schedule the public hearing was introduced and followed by discussion. The record shows the committee intends to refine the draft language and return with revisions prior to the hearing.

Next steps: Staff (Krishna) will review sample ordinances and present revised language to the committee for further review; the hearing remains scheduled for Dec. 17 unless the committee votes otherwise.
