Redevelopment commission okays 2026 spending plan; debates consultant invoice

The Schererville Redevelopment Commission voted Nov. 12 to acknowledge its 2026 spending plan and to approve a disputed invoice from Reardon Consulting.
Michael Troxell and commission staff said the spending plan must be uploaded to the Department of Local Government Finance by Dec. 1; the commission approved the plan by a 5–0 vote. The plan next goes to the state gateway for review, staff said.
Separately, commissioners debated a $4,790.25 Reardon Consulting invoice for a tax-analysis report tied to the Allies/Allianna development conversation. A commissioner asked who requested the work and whether staff had approved the charge. Reardon—s representative said the tax-analysis was within the firm—s scope under the existing contract and was prepared to support council decisions on the commercial component of the project: "We undertook that study as part of our scope of work under the current contract," the representative said.
On a roll-call vote the invoice passed 3–2; two members voted no after questioning the authorization and who requested the extra analysis. Public comment at the same meeting asked for transparency on how much Reardon has been paid in total for the project and what additional work remains.
Next steps: staff will upload the spending plan to the state gateway and provide further payment records or contract clarifications if requested by commission members.
