Needham CPC deems three FY2027 projects eligible, paving way for detailed reviews

The Town of Needham Community Preservation Committee voted unanimously to accept three FY2027 proposals as eligible for Community Preservation Act funding, clearing the way for applicants to prepare detailed responses to committee questions.

Chair Dave Harrer moved that the committee accept the Elliott School playground construction (FY2027-01), a disc-golf feasibility and design project (FY2027-02), and preservation and modernization of Seabeds Way (FY2027-03) as eligible projects; Keith Le Face seconded the motion and members approved it by roll call with all ayes. "I move that we accept the projects ... as all eligible projects," Harrer said before the vote.

The eligibility determination means applicants will receive a package of standard due-diligence questions plus any project-specific inquiries. Committee members instructed staff to collect project-specific questions from members by December 1, package them, and give applicants roughly a month to reply. Michelle Jones, the new staff liaison, confirmed staff will disseminate questions and noted applicants can start working on the generic questions immediately.

Why it matters: deeming eligibility does not award funds; it permits applicants to prepare the more detailed budgets, plans and documents the CPC requires before a final funding decision. The committee also discussed a related public-hearing schedule: a public hearing is currently scheduled for March 11, with notices required by February 19, so members emphasized timing for January submissions and further follow-up.
