Terry, the county facilities director, asked Oct. 29 for expanded signature authority to approve routine maintenance and service agreements without bringing each contract to the board. Terry requested authority up to $90,000 so that routine annual contracts and maintenance items could be executed more quickly without repeated agenda items.
Commissioners pushed back, noting that Idaho purchasing law and the county’s CIP thresholds limit unconstrained signatory authority. One commissioner said a $25,000 CIP limit gave them pause and recommended a lower threshold; the prosecuting attorney’s office noted that only the board of county commissioners has legal signature authority for binding county contracts unless the board changes policy.
Commissioners did not approve the expanded authority. Instead they directed staff to consult the prosecuting attorney’s office, update the county procurement policy to reflect recent statutory changes and return for a workshop discussion. The board also said any policy change must consider county‑wide procurement rules and potential personal liability that might attach to individual signatories for binding agreements.
No signature‑authority change was adopted at the meeting; the facilities director retained existing approval processes pending the scheduled procurement workshop and legal review.
