Courtney (staff) and impact‑fee staff explained that credits are not issued until the developer dedicates right‑of‑way and completes construction; however, the developer may bond a section and receive credits earlier if the county accepts a bond for that section. Staff said credits are attributed by mileage per segment. The agreement contains an escalation clause: the mobility fee adjusts annually under the county’s mobility‑fee ordinance and is posted by the impact‑fee coordinator each year.
Commissioners asked whether the developer would build roads the county otherwise would not construct; staff confirmed the developer obligation is to build sections that the county would not build and said historically the county has not accepted bonds in advance for this kind of work but the ordinance allows it. The board approved the item 4‑0.
The approval authorizes the county to enter the credit agreement as spelled out in the document; no immediate county construction was authorized by this vote. Commissioners said they will monitor bonding and construction closely and asked staff to post clear public information on how mobility‑fee credits and any bonding are administered.
