Prosper adopts permit program, fines for e‑bikes and e‑motorcycles; enforcement set for Dec. 1

The Prosper Town Council on Oct. 28 adopted an ordinance creating a permitting and safety regime for electric bicycles, pocket bikes and mini‑motorbikes, saying a rise in those vehicles has produced safety and property‑damage complaints.

The ordinance requires owners to register qualifying devices with the Prosper Police Department and obtain a free sticker after an inspection. It restricts operation in parks and on trails to a 10‑mile‑per‑hour limit unless otherwise posted, bans earbuds while riding, forbids operation at dusk without lights, and imposes helmet and minimum age rules that mirror state bicycle classifications.
