IPRTF members prioritize data dashboard, diversion and jail/BCC design for 2026 work plan

IPRTF members used the meeting to surface top priorities for 2026 and to outline a timeline for committee action plans. Holly and Marty reviewed a planning schedule: committees are to develop 2026 action plans and submit them by Nov. 30; a consolidated IPRTF action plan will be drafted in December and approved in January.
Across committees, several themes emerged as top priorities: develop a shared data dashboard to show who is jailed, reasons for booking and average lengths of stay; expand and document diversion programs and upstream screening; and finalize jail and Behavioral Care Center design decisions including cost and operational trade-offs.
Heather Flaherty raised data and case-processing concerns: “I am still wondering how we know who is in the jail and why they're there and what the underlying drivers are...so I would really support that understanding the data.” Bertie Safford said her committee’s top priority is a data dashboard; other members prioritized diversion programs, reentry supports and financial clarity for capital and operating costs.
Why it matters: Members said reliable data and cross-agency coordination are essential to evaluate diversion effectiveness, plan capacity (for example, bed-count and waiver rules) and anticipate long-term operational costs before final capital decisions.
Next steps: Committees will submit action plans by Nov. 30; steering will compile a consolidated year-plan in December and bring it back for IPRTF approval in January. The task force’s year-end report will document progress across the 10 IPRTF goals for the county council.
